Howard’s Municipal Involvement
Howard was first elected to Halifax City Council in October 1994 to represent Ward 4, an area surrounding Quinpool Road, Oxford Street, Windsor Street, and Robie Street. In November of 1994 the Provincial government announced the Amalgamation of Halifax, Dartmouth, Bedford and Halifax County. Howard was elected to the amalgamated Halifax Regional Municipal Council to represent District 14 (Connaught-Quinpool). In April of 1998, Howard resigned from HRM Council after having been elected to the Legislative Assembly as MLA for Halifax Chebucto. Municipal Councillors
